A reminder to everyone that since we are using Yahoo as the backbone of this league, we are heavily influenced by Yahoo's management system. Things like position eligibility, waivers, etc. are managed by Yahoo! and obviously out of our control. Stat Categories and Scoring- Scoring will be in the head to head format, with the top 8 teams making the playoffs each year.
- Stat categories will be as follows:
Goals Assists Shots on Goal +/- PIM Hits Power Play Points Short-handed points Game Winning Goals __________________________ Wins Goals Against Average Save % Shutouts Roster Size*Your active playing roster will consist of 23 players, with the following designations: Cx2 RWx2 LWx2 Fx6 Dx6 Gx1 Benchx4 All GMs must carry a minimum of 21 healthy players on their roster at all times (unless an IR max is reached). To not do so would constitute cap circumvention and result in possible sanctions. Goalie Starts - You must have 2 starts per week from your goalies or you lose those categories

vNHL prospect rules- The definition of a prospect is a player who has played in less than 120 games (skaters) or 70 games (goalie)
- A player may start the season on your prospect list, provided that he hasn't played in 120NHL games (skaters) or 70 NHL games (goalies)
- If, during the course of the season, a player on your prospect list passes those game totals, he must be called up before the start of the subsequent season (he does not have to be called up WHEN he hits that game total). This is regardless of salary.
- You may call a player up to cover for an injured player at any time. Provided a player began the season with his prospect eligibility in place, you can send him down at any time (even if he passes 120 games during the season). At the start of the season we will give a list of players on each team who meet this criteria.
- As per league vote starting the 2011/12 season, the 2011 entry draft selections are not part of your limited 20 prospect list. This expires at the commencement of the next years entry draft when you will need to make room for your 2011 draft selections(if you choose to keep them all). However, if you call up a 2011 draft participant to your roster at any point during the season he will count towards your 20 manned prospect list going forward.

Waivers and Transactions- There is a transaction limit of 3 per week for pro rosters during the regular season. This is policed by Yahoo.
- Once you waive a player, you will NOT be responsible for his contract.
- Any player that met the definition of a prospect at the start of the current playing season (in terms of games played) will be waiver exempt.
- Make sure you track all of your moves in the waiver thread, including calling up and sending down. In your posts, include the player's salary, and if necessary his games played.
- Waiver claims for prospects are done via these forums(Yahoo can't possibly manage this aspect).
- Waiver priority and waiver pickups for players outside of the prospect guidelines are done via Yahoo during the regular season, and on the forum during the post season.
- You may only enter one waiver claim at any one time.
- Players may only be claimed via waivers if an NHL team holds their draft rights at the time of the claim, or they are on a valid 1- or 2-way contract with an NHL team. Undrafted overage Euros, NCAA prospects, and AHL players MUST have signed with an NHL team before they can be claimed via the waiver process.

Injured Reserve- We will allow 5 Injured Reserve(IR) slots per team, which is again managed strictly by Yahoo.
- Players on IR will not count against your salary cap
- We will use the Yahoo! guidelines to determine a player's IR status (ie. if you can't play him in Yahoo you can place him on IR in this league)
- It is expected that you'd remove a player from IR in a timely fashion should his status change

Salary Info- The salary cap will be as per the NHL's + a floating 20 million, so for the 2012/13 season it will be $90.2 million.
- Salary numbers are taken from the "cap hit" column for the relevant year at capgeek.com
- Teams who make a trade and subsequently are non-compliant with the cap will have only 24 hours to rectify the situation.
- Teams may be over the cap during the summer due to contract renewals, but may not make any player transactions until the situation is rectified.
- A deadline will be provided to adhere to the cap before the start of the season.

Trade Review Procedures- Criteria for reviewing a trade are: (1)Accusations of collusion between GMs; (2)If the trade is tantamount to tanking for draft position
- If 3 GMs pm the commish (Andrew) within 48 hours of a trade being posted and accepted that they feel meets one of the above requirements, he will then conduct a review panel.
- The review panel will consist of the commish and four other GMs who have been randomly selected with some conditions.The conditions will be: Neither of the GMs involved in the trade, or none of the three GMs requesting the review will be eligible; at least one of the GMs will be in the top 6 in the league standings at the time of the review; and at least one of the GMs will be in the bottom 6. In the event that the commish is involved in the trade in question, he will still conduct the review but will use 5 GMs instead of him+4. If a review occurs during the offseason, team standings (post-playoffs) will be used to satisfy the aforementioned criteria.
- The review panel will be presented with arguments for and against the trade and will respond within 24 hours.
- If 3 or more panel members involved vote against the trade, it will be overturned. If 3 or more vote FOR the trade, it will stand. Once three votes in either direction have been received the outcome will immediately be posted.

vNHL Entry DraftThe vNHL Entry draft takes place each year, beginning the same day as the real NHL Entry draft. The draft details are as follows: - The draft will consist of 5 rounds. Only prospects who were chosen in the NHL entry draft may be selected
- The winning team from each vNHL season will pick last in each round, regardless of his regular season standing
- Draft Lottery
[/b] A draft Lottery of non-playoff teams will be conducted according to the following odds: The winner of the draft lottery moves up a maximum of FOUR slots in the draft. [/li][li]The time limit for picks will be 24 hours for round 1, and 12 hours for each subsequent round [/li][li]Should a GM miss a pick he will be skipped and subsequent GMs may make their selections. The GM can make his skipped pick at any time from the remaining players available [/li][li]Should there be skipped picks remaining at the conclusion of the draft, the highest remaining players selected in the NHL Draft will be assigned by the commissioner [/li][li]Players chosen in the vNHL entry draft will NOT count against prospect or roster limits for one year unless called up to the vNHL team. After that, they must be demoted to the farm if necessary and would count against prospect limits at that time. [/li][/ul]
